Despite setbacks, Sen. Creighton presses forward with ban on government mandated paid sick leave
Question lingers over whether the bills should explicitly protect nondiscrimination ordinances; Creighton argues the legislation narrow and limited to employment practices
The progeny of Senate Bill 15 – four bills
informally known as “Creighton’s 4” – passed Senate
State Affairs Thursday but not without continued opposition.
Sen. Brandon
Creighton, R-Conroe, was carrying what many felt would be
slam-dunk city preemption bill of
this session, in the tradition of the Uber/Lyft bill. But a last-minute
substitute derailed Senate Bill 15 as it headed into committee last month, and the
only way to revive the effort was to break the bill into four smaller ones that
stopped cities from dictating or limiting private business in various
employment practices.
Creighton, laying out his four bills, said cities needed to
be reined for the sake of the Texas economy, which had flourished under a
“light touch, low tax” mantra.
