Draft of new version of HB 2 includes sliding scale for small cities to be included

As one veteran observer put it "It's really kind of a sliding scale phase in. If your revenue is under $3 million (actually $3.125 million), you have the 8% cap. If your revenue is $10 million or over, it's 2.5%."

A new draft of the Texas House property tax reform plan exempts hospital Districts, community college districts and emergency services. It was obtained by Quorum Report this afternoon.
