Presumptive Speaker Phelan announces top staff

In addition to Rathgeber the team includes Mark Bell as Deputy Chief, Kelly Mitchell handling operations, Enrique Marquez on comms, Jay Dyer heading up policy, and more

After previously choosing Capitol veteran Julia Rathgeber as his chief of staff, Presumptive Texas House Speaker Dade Phelan on Wednesday rounded out his staff with other respected legislative professionals.
