Texas Senate Democrats press Acting Comptroller Hancock about excluding certain private schools from voucher program

“Administrative agencies must operate within the four corners of the statute enacted by the Legislature, not beyond it,” the Senate Democrats said

Pointing to the fact that Acting Comptroller Kelly Hancock was one of the senators who voted for a school voucher program with “no provision authorizing the exclusion of schools based on religious identity, ethnicity or political association,” Texas Senate Democrats on Thursday said his move to do so now is illegal.
