Judiciary Chairman Leach spars with Anthony Holm over text messaging campaign; TLR and the Trials clash in spectacular fashion bringing in powerful witnesses on both sides

been billed as the most expansive tort reform legislation since 2003, back when
Republicans flexed a new majority to rein in medical malpractice lawsuits, was
barely an hour into its Texas House hearing when a fight broke
out.
As Anthony
Holm, a trial lawyer and longtime political operative, laid out his reasons
for opposing House Bill 4806 by Appropriations
Chair Dr. Greg Bonnen, Judiciary and Civil Jurisprudence
Chair Jeff Leach asked about something else. “I’d like a simple yes or
no question,” he said. “Are you behind or do you have anything to do with ads
running attacking me or my Republican colleagues in the House?”
“Well,
sir--” Holm said.
“Yes or no?” a frustrated Leach asked.

Gov. Greg
Abbott is reportedly contacting sitting state legislators including more
than one State Senator to gauge interest in serving as interim Texas
Comptroller — a move that may violate the Texas Constitution and directly
contradict a legal opinion he issued himself as Attorney General in 2002.
According
to multiple sources familiar with the outreach, Abbott has made informal calls
to lawmakers about temporarily filling the comptroller role should the position
become vacant. But under Texas law, and based on a
2002 opinion authored by then-Attorney General Abbott, such appointments may be
unconstitutional if the appointee is a current or recently resigned legislator.

Conservative candidates supported by County GOP Chairs French and West got smacked even in the DFW suburbs where they’ve made big gains in recent cycles; huge school bonds like the $2.3 billion Celina ISD ballot measure got more than 70% support
FORT WORTH
– Of the bond propositions, a major urban mayoral race, and other municipal
elections across Texas that took place over the weekend, the talk of the state
and country was Tarrant County where the local GOP got spanked.
Of the 26
candidates endorsed by the party, 11 won, which included unopposed incumbents
and races featuring clear frontrunners against nominal candidates, and only one
is headed to a run-off.
Among
their targets were races in the county’s three largest cities – Arlington, Fort
Worth, and Mansfield – which they all lost.

"The children's hospital plans want to be everywhere." The President of Cook Children's health plan went on record saying a late bill filing from Sen. Kolkhorst is coming. Sources tell QR that Chair Kolkhorst will do it as soon as Tuesday
With the
blessing of – or, at the urging of – Lt. Gov. Dan Patrick, Texas
Senate Health and Human Services Committee Chair Lois Kolkhorst
is expected to move to suspend all the rules for a late filing of a bill aimed
at helping children's hospital health plans compete with national companies
under the state's $116 billion Medicaid contract. That’s after
Cook Children’s hospital sued last year to stop the Health and Human
Services Commission’s decision
to drop the legacy children’s hospitals from the procurement process.
Sources
tell Quorum Report tonight that the move by Sen. Kolkhorst is likely
to come as soon as tomorrow so that it can be heard in
HHS Wednesday.
Bills by Chairman
Charlie Geren, R-Fort Worth, and Chairman James Frank, R-Wichita
Falls, addressing this have stalled out completely.

Tax Assessor-Collector Celia Israel said "When I see taxpayers interacting with our office, I see those who are doing their very best to follow the law and play by the rules. I do not take this approach of a lawsuit lightly and hope that Mr. Paul, or one of his business representatives, will respond by paying the delinquent taxes."

Former Paxton
employee Blake Brickman, a plaintiff in the case, said:
“The
appeal by OAG is the latest example of Ken’s Paxton’s brazen dishonesty and
shameless abuse of taxpayer funds for his own personal gain. Last year, Paxton
told the Texas Supreme Court that he would not dispute any liability, damages
or attorney’s fees involving the Whistleblowers’ case, and that he would waive
his right to appeal. It should be clear to everyone now that Paxton lied when
he said he did this to save state resources. In fact, he did this because it
was the only way he could avoid having to testify under oath. Despite saying he
would not appeal, Paxton is now doing exactly that.
This appeal has nothing to do with the facts of the Whistleblowers’ claims or
how the law applies—it is only to delay the finality of our victory while
Paxton runs for higher office.”
