Parents of flooding victims at Camp Mystic met with Abbott, Patrick, and Burrows to talk about camp safety reforms following Hill Country flooding

During the tearful meetings, the Big Three all said they would act on this and prioritize camp safety above all else in the second special session

The parents of the 27 girls who lost their lives in the devastating flood at Camp Mystic met with Governor Greg Abbott, Lt. Governor Dan Patrick and Speaker Dustin Burrows to push for sweeping reforms to protect kids at youth camps, per a news release.

"Gathering at the Texas Capitol and the Governor’s mansion, the families shared their stories of unimaginable loss and underscored the urgent need for better response and preparedness for future weather events and other risks inherent to youth camps," per the release. We’re told it was a tearful day of the state’s top leadership listening to the stories of the families.

Gov. Greg Abbott wasted no time after lots of time was wasted and immediately called the legislature back into session, which will likely begin in earnest on Monday when a quorum is again expected in the Texas House. Some Democratic members have already started to announce their triumphant return to Austin.

Both chambers adjourned Sine Die today and you can expect an expedited version of a special to get underway quickly. There’s chatter among some Republican members that certain bills won’t need full hearings after lengthy hearings in the first called session. One exception to that might be the congressional maps – those could receive full hearings again just to keep things kosher in anticipation of court challenges – otherwise everything will probably happen rapidly.

Meantime, a fixture of the Texas Capitol is retiring and some other career news hit the inbox this week to share with you. People on the Move usually picks up again during the summer months as staffers leave offices, new lobby ventures start, and careers move in different directions after a regular session. Poll finds Cornyn and Paxton in a dead heat for the GOP nomination for US Senate

The Emerson College Poll also found Texas voters split on redistricting fight: About 36 percent support the mid-decade effort, 38 percent against it with 26 percent unsure. Hat tip to reporter Brad Johnson for highlighting the results

Texas House Public Health tackles proposed THC ban in marathon hearing

Rep. Pierson, a former spokesperson for President Trump, wins praise from industry leaders as a thoughtful leader on this; law enforcement and industry again clash on the facts and the law

Law enforcement once again clashed with the business owners in an emerging $8 billion industry as Texas House Public Health heard House Bill 5 by Chairman Gary VanDeaver. It would ban hemp-derived THC products in the same way the Texas Senate has put forth this special session.

With the two chambers more in alignment, it marks a shift among the few policy differences between the House and Senate during the regular session when State Affairs Chair Ken King had originally pushed something similar to what Gov. Greg Abbott eventually supported in his veto message of a full THC ban. Of course, Abbott later made comments in multiple media interviews that confused industry leaders and gave the impression he now supports a proposal closer to what Lt. Gov. Dan Patrick has advocated this year.

Patrick pollster now finds that GOP primary voters support ban on all THC consumables

Amid redistricting stalemate, county commissioners around Texas grow concerned about compressed timeline to prepare for 2026 elections

“This map is not my first rodeo,” said veteran Dallas County Commissioner John Wiley Price, who told QR “They better get moving if they’re gonna make all of this work”

As the redistricting stalemate plays out from Austin to Chicago, county leaders around Texas – Democrats and Republicans – are growing concerned about their ability to comply with Texas law under a likely compressed if not impossible timeline ahead of elections in 2026.

With no quorum again in the Texas House on Tuesday, Speaker Dustin Burrows again lectured absent Democrats that they were shirking their duties and announced a hotline for people to call and rat them out. He also on Tuesday announced his intention to adjourn Sine Die later this week if no quorum is established in the House by Friday. In that event, Speaker Burrows and Gov. Greg Abbott both said a second special session would immediately start this weekend.

Meantime, veterans of the process at the local level have become concerned that if GOP leadership in Austin can’t speed things up, counties won’t be able to meet deadlines set out in the state’s election laws regarding the redrawing of voting precincts in newly reconfigured congressional districts.

So, for those who have argued that lawmakers can keep things on track as long as a vote on maps happens in the House and Senate before candidate filing period, it’s more complicated than that.

GOP polling shows that after clash over THC Abbott saw higher approval ratings while they went down for Patrick

Polling conducted by pollsters who have worked for President Trump showed Abbott saw a 5-point bump in approval while Patrick’s ratings dropped among voters who lean heavily Republican

Gov. Greg Abbott’s approval ratings in Texas rose following his veto of a full ban on THC while Lt. Gov. Dan Patrick, who’s pushed for an outright ban, saw his numbers drop, according to polling conducted by firms that have worked for President Donald Trump for years.

Texas Senate advances congressional map on a vote of 19 to 2

9 were absent because most Senate Democrats left the chamber before the vote in protest. On the floor, Sen. Zaffirini said she would postpone asking questions about the map until the next special session. Patrick said "hopefully we won't have another special."
